Clothing Storage Units
On February 27, 2019, the CPSC issued a Notice to manufacturers, importers, distributors, and retailers of clothing storage units to ensure compliance with the latest revision of safety standard ASTM F2057 Standard Safety Specification for Clothing Storage Units. (The Notice is available in other languages here: 简体中文 , Tiếng Việt, Bahasa Indonesia, ภาษาไทย.) The Notice states that the CPSC considers clothing storage units (e.g., dressers) that fall within the scope of ASTM F2057, but do not meet its requirements, to contain a defect that could present a substantial product hazard.
A substantial product hazard includes product defects that create a substantial risk of injury to the public, under Section 15(a) of the CPSA, 15 U.S.C. § 2064(a). The Notice aims to address the risk of injury from clothing storage units tipping over. Manufacturers, importers, distributors, and retailers who obtain information that reasonably supports the conclusion that a product contains such a defect must notify the CPSC immediately, under Section 15(b) of the CPSA, 15 U.S.C. § 2064(b), and the CPSC may seek corrective action.
To comply with ASTM F2057, manufacturers, importers, distributors, and retailers of these products need to additionally review ASTM F3096 Standard Performance Specification for Tipover Restraints Used with Clothing Storage Units. ASTM F2057 requires clothing storage units that fall within the scope of the standard to include tip-over restraints that comply with ASTM F3096.
